      Reviser's note:  Phrase "the commission" is used throughout
chapter 41.59 RCW; 1975 1st ex.s. c 288 § 4, wherein the commission
was created, was vetoed by the governor; reference to the proviso
in RCW 41.59.020(3) below, together with amendments and repeals in
1975-'76 2nd ex.s. c 5 (codified in chapter 41.58 RCW) suggests
commission to be that created in RCW 41.58.010.
